Default throttle cable adjustment

I'm still trying to figure out why my 93 won't start but one thing I noticed that may have something to do with it is that the throttle cable hangs down from the little half pully it runs under at the air intake. It's so loose it falls off. I opened the little electric motor that indicates it controls adjustment, but nothing obvious jumped out at me.

I assume I don't want that slack in the cable. Anyone know how to get rid of it and how to make sure all parts of that cable system are adjusted properly?

Should be a cable adjuster inline in the cable.

I see it but don't know how it works.

The design has changed a bit over the years. There is a locking tab that releases when you pull it up. This allows the adjuster to telescope. Once you have removed the slack, relock the tab.
