There's a plastic vacuum check valve on the passenger side of the engine under the fuel rail cover - have a look at that first. If that's the culprit, your cruise control probably isn't working, either, but you should be able to get a new one for $5 or less at any auto parts store.
If you have a '96, a common problem is that the soft rubber nipples on the HVAC programmer can collapse. Here's a thread about it:
