well im a few days into owning my 89 and i have got her running real nice,i was just driving her home from work and had a large rain cloud decide to unload on me and i found out that my wipers dont work,they go up about two inches and go back down,is this the motor or could it be a relay or something else?your help would be greatly appreciated

Nope, it's the "park switch" - common failure. The wiper unit consists of the motor and the plastic cover with the delay circuitry built in. The park switch (about $15 on ebay when you can find them) is part of the motor and easy to replace on it's own.
This switch tells the system when it should be parking the wipers. Yours is stuck telling it they should be parking all the time. That's why they come up an inch or two and go right back down.
