I had the same issue. Would overheat, both digital reading and the other, and never ever saw or heard the fans come on.
I had to take the car to the mechanic as I had some leaks (bad gaskets) I needed taken care of and had a new opti installed as well.
I had him recalabrate the fan settings, after I was sure that all else was okay, and now even in the hottest weather (yes, we do get it here in Oregon ), it hasnt ran over 194-197.
I also had a new water pump installed, the old new one developed a leak, and he also put a 160 thermostat in.

The fans come on at pre-set temps. What are your temps?
If you hit 228* do they still not come on? If you turn on your A/C, do they still not come on? Have you checked your fuses yet?

just tried the a/c thing and they came on and the car didnt over heat

everything seems normal to me, ac on and fans kick in like their supposed to. mine runs around 203 driving in town. gets up a bit at lights and bumper traffic. i get a pucker factor then and turn on my ac.
These cars normally run hotter then most other cars . As long as the fan comes on at around 228 degrees your fine, they should shut off at about 213, or somewhere close to that. When you turn on the air the fans come on immediately....WW
