You need to replace the bushings in the gear drive of the headlamp motor,. There is a sticky here with all the help you will need
There are no hydraulics operating the headlight motors, they are electric and operate off the headlight switch and a series of relays. Mike is right chech for the sticky top of C4 Tech/Performance section. You will need to remove the headlight assembly to check the bushings that is the most common cause of your troubles. Good Luck
Might wanna put in a bronze gear. The PO did in my 89. I say, the C4 pop headlights are the coolest I've ever seen. I remember seeing it when I was little. I almost thought it was transforming. haha.
