Default tail light panel too small?

On our 1990, the panel covering the tail lights is either sitting a little bit low, or is almost too small for the rest of the car. Are they all like that or is it a bad piece?

I think he means he has a droopy lower rear panel and needs one of those lower stiffener kits which was basically a metal bracing kit GM sold

Need to post a photo of what your trying to say

The urathane has a tendency to shrink over time just slightly. This is probably what you are seeing around the rear panel where it meets the smc body.
