I lost the keys for my '91. Does anyone know if I can get a replacement set from GM. I know in the past they could cut a replacement by the VIN. What about the VATTS?

If they can cut you a key I am sure they will use one with a pellet on it.
I recently went through the same issue with my '92. When I purchased the car, there were no other keys except for a single ignition key (no door lock keys at all). Once I had my title, I took it to a local Chevy dealer and they were able to cut two new door keys and an additional ignition key for me. It wasn't cheap (about $90.00 total), but I at least have the keys I need now. They also gave me a printout of the key codes for my car, which is pretty much the same as the little tabs that you punch out of keys on a brand new car.
Take your title to your local Chevy parts department and see what they can do.
