1995 headlight issues.

1995 headlight issues.
When I turn my lights on or off, after the lights are either open or closed, on the drivers side the motor or actuator, not sure of proper term, continues to run for up to five or six seconds. There is some noise and the whole headlight assembly viberates.
Wondering if this is an actuator issue or has the nylon gear stripped.
Also I've heard that A/C and heater issues are fairly common, as in getting them to work properly.
This is my first vette, and generally has been a good car, but haven't had the a.c. or heat working properly since I bought the car three years ago.
Any input would be appreciated
