If a car is relatively rare in a area, it costs more and if there is a ton, they are cheap.

When you say market, right now that actually means what someone will pay, because the values are all screwed up period on these cars. IMO it is 17 years old, and has not been used much. That can be a good thing or a bad thing. A 93 vert is nothing special, so don't let the mileage sell you on the car alone.
