Does anyone out there know where the turn signal flasher is and how do you change it? Sounds like it is behind the instrument cluster some where. I can't seem to get the carpeted panel under the steering wheel off. I have a nice set of LED tail lights but they won't work with the stock flasher!

The stock flasher works on lamp current and replacement LED lamps do not draw enough current for the stock flasher to work. You need to buy a heavy duty flasher from an auto parts store that is meant to handle the addition of rear lights on a trailer and flashes without regard to the number of lamps connected.
I tried to get to the directional flasher on my '87. After
much work I could get one finger on it and could feel
it flash, but it looked like I was going to have to take a
whole more apart to actually get it out. Fortunately, I
was just trying to install a louder one (my ears are
getting old), so it wasn't a NECESSARY fix.
BTW, it was behind the instrument panel on the passenger's
side.
Some LED tail lamp units come with a resistor installed in them so you don't have to mess with swapping the flasher. The resistor "fools" the flasher by placing a load on the line which makes the flasher work.
Do a search on some terms like "LED tail lamps", "resistor" or similar to see what others may have done.
With the later dash design (91 and later) the flasher is much easier to get to compared to the earlier C4's.
