You are finding out a Vette is not cheap to own.
By-passing anything on a circuit board is a guaranteed failure. The parts were put there for a reason. Try some of the Vette recyclers. There are a few listed on the left column.
The A/C control has nothing to do with your headlights.

You can swap your a/c heater control circuit board for a repaired one. There are several vendors that advertise on the forum that do this.
Your headlight problem is something different, the a/c controller has nothing to do with your headlights.
