Sounds like what you are describing is a "solvent pop"..... those I believe are caused by improper prep work..... I would notify them and demand a respray.

My painter stripped the whole car do to fiberglass and then primed it . So do you think that the right way to cure the bubbles is to strip the car down again?
I had my 1992 done at a rep gm paint shop and both times the paint bubbled and as soon as its insured it goes down for a third time, thank god for lifetime paint warranty
After paying 5K and it bubbles up. Take it back and tell them to strip it and do it right. And I might be wrong but I think the body is not fiberglass, SBC(sp) and the paints used are not compatible.
If the paint was stripped with a chemical stripper and the stripper wasn't thoroughly removed from the surface and sealed properly, the chemical stripper will continue too outgas and the entire job would have to be redone.

They screwed up. Even a $500 maaco job wouldn't be bubbling up after 3 weeks. 5 grand they better be extreamly appologetic and make it a priority to sand it ll off and start over. They aren't going to like it, but they messed up.
If they try any BS at all to get out of fixing it right like wanting to do area touchups and blends I would take my car and head straight to court.
You should take a lot of pictures before they touch it again just in case you do end up in court.
and yes I don't know much about paint but i hope you paid with a credit card, if they put up a fight to pay for your car rental. 5 grand should buy you intoxicating euphoria with a happy ending, anything less is just you know... mastication.
My 89 hood had bubbles when I bought it from some body repair.I Ground it down with 80 grit primed with primer sealer filled it sanded re-primed painted. And put in the sun and got Bubbles again.I have never had metal cars do this I think the fiberglass is porous and hold solvents.I had them on my 63 hood and stripped all the paint and primer down to G coat and re primed and painted that solved it.You must strip all paint all fillers and start over or replace bad panel with a panel with out body repair and repaint good panel.
From a shops perspective, go back and ask them to reinspect the car. You can speculate all day about what went wrong. As a customer i'm sure it is upsetting. Most legitimate shops will correct any problems if they feel there is a win win situation before them. If you go in throwing a fit they may well bow up and tell you to hit the road. Most judges will ask if you gave the shop a chance to correct the problem. I suggest you go in and nicely ask for someone to look at your car. I doubt they want a dissatisfied customer running around bad mouthing them.
This advise from someone who actually runs a paint & body shop, and have for 30+ yrs.
From: levittown pa. usa Even a bad day with my `Vette, is better than a good day at work

On my `87, I had some lifting of the original clear & my paint guy painted the back half of my car, blended halfway into the doors, & repainted the halo for around $650.00 & did a damn good job. For 5 grand, I would demand perfection...
I just went through this , I had some surface damage on the door and I painted it 3 times and the "pimples " returned. It wasn't solvent pop. It wasn't until I used a product that is for SMC material ( Vette panel adhesive / filler." It's fine now, will post pics when I get the wheels on.
From what I can gather , the break in the skin must have a reaction with all poly or Urethane primers and that transfer to the top coats.
