What is wrong with my interior lights??

What is wrong with my interior lights??
Today I noticed that none of my interior lights, nor the radio on my '87 vette was working. So, I checked out the fuse - yup, it was out. So I replaced it and they all came on, radio working too. Here's the strange part. If you start the car or turn the key to where the radio and dash lights come on, then the interior lights will work like normal (come on when door or hatch is open, go off when you shut the door). However, when you turn the key off and/or take it out, all of the interior lights come on ... and stay on. you can get out of the car, close the door, with the key in your hand and they don't go out! 
Any thoughts as to why this is happening?? For now, I'm just taking the fuse back out when I'm not in the car...

And, yea the headlights are on my list of things to do
. One will go up, but not down; the other will go down, but not up, so, yea.... not sure what's going on there.First priority is replacing the A/C Compressor and tensioner, oil and filter change, then turn signal bulbs. Then headlights. There's just so much to do
. ...weatherstripping, radio, seats recovered, carpets, antenna, roof, steering wheel recovered, drivers door panel replaced, drivers pwr window button replaced, logos, bread box, rear speakers, air filter, (sigh), but I wanted a project..!!
