when they make a recall how long is it honored

hmmm.... contact the local dealer. make sure the recall has not already been performed.

they can run it via the VIN...

Recalls ("Campaigns") are honored forever, basically. If you go to a dealer and ask them to run your VIN for open campaigns, and one pops up, they should fix it.

TSBs are not. And you generally have to force the issue.
