Lower dash panel on passenger side is pulling away from the upper panel. I removed screws and discovered plastic tabs are broken off at the tips. Does anyone know what they originally looked like? Did they hook over something in the Upper dash panel? How did they attach?

I was surprised to see a a flat piece of urethane cup-like material taped to the upper panel under the lower dash panel. This can't be right - can it?

Any help or advice would be appreciated. Thanks in advance.
