Default Need help identifying an engine part

Hello everyone!
I have an 89 that I am having engine surge and random high rpm problems. I started by checking for vacuum leaks and found a line that appeared to be broken off a rubber part at the front of the fuel rail and under the throttle body. Does anyone know what this is and what it does? I'm going to take some needle nose pliers and gently pull out the piece inside and try to fix it. Thank you for any help you can provide.

(Sorry, I'm still trying to figure out how to post pics. I have two pictures I took and put in my album.)

No vac lines to fuel rail

Port under TB supplies vac as shown to EGR solenoid and canister

Thank you. It's the EGR. Ill just pull the broken part of the tube out and slide the other end in.
