Dirty IAC and/or badly adjusted IAC. Take the TB off and remove the IAC and the IAC housing. Clean it all thoroughly with brake cleaner. Use new IAC gasket during reassembly. IMO, paper gaskets are like condoms and I don't usually reuse them. Make sure the timing is set correctly, use a scanner and set the IAC to about 20 counts. Rev each time you adjust the IAC. If the counts are less than target, screw in the adjustment screw, rev. If they are less, screw out the adjustment screw and rev.
So the 20 counts bit has to be done with a scanner? I'll have to see if my mechanic is ok with doing house calls for that part, since it'll be my father and I doing the IAC tinkering, or would it be safe to drive if the counts are incorrect? (just curious - don't want to botch it up).

Well, yes. You can't read it with the paper clip trick. IT will be ok just that it won't idle well. If you were around here, I'd do it for you.

Thanks man, appreciate your replies and patience with this. Got my hands full this week, so looking like i'll speak to my mechanic next week sometime, will see what he'll do for me with scanner use.

Clean the entire TB first. There is a procedure to set it without a scanner. HOWEVER, that relies on the fact that you are totally stock. The procedure I use doesn't care.

I found my cold idle problem when I was troubleshooting for the cruise control. The dump vacuum line from the brake pedal to the cruise servo was melted in a spot. After repairing the vacuum line the car idles fine now when cold.

That's awesome news! And I suppose that is something I should check also. I don't know if my cruise control even works - have never used it!
