What are you grounding? You can check with a volt meter of a test light to see if it is grounded. On my 95 the bolts are either part of the seat rails or seat mount bolts (not sure which, but sure they are part of the seat mounting) So I'd guess that they are pretty solid and would work for a ground.
I'd say weather or not to use them would depend on how important the device you are grounding is. If you loose ground to a radio no big deal. Other things possibly big deal.
Easiest way to check. Jumper cables to the Positive side of the battery (assuming the battery is connected to the car, and charged) Then use either a test light between the Positive end of the jumper cable and the bolt. Light will light if ground. Or Volt Meter between cable and bolt. Meter set to read DC volts, should read 12-13 volts (battery voltage)
