I am still having this problem. I can pop my panels over the top of the weather stripping, but it pops back out when I shut my door. Mine problem, however, is caused by putting 95 panels on a 91...
Check to make sure the plastic clips aren't catching on anything. Any time I deal with interior panels on any car I get a big bag of plastic retainers. Even with just one removal they can be damaged.
The plastic lip that holds the upper panel to the door is trashed on my 93. I gather this is a common problem as the plastic ages. I wished you could get new panels for somewhat less that $500!
I think there are threads out there about making some brackets for this. I got mine from Lowes, just small 90 degree brackets, if I understand your problem.
my panels are so far shot, they are all cracked at the top, not the ribs, but where the inner weather strip attaches to the panel.
I am going to start saving over the winter to buy a new set...not looking forward to 1000 in door panels but it is the number one eyesore and my most hated part of the car.

My dads 1960 panels also suck...
Maybe a lil color matched vinyl/plastic repair kit from auto parts store can help for a while ......
