I just pulled out my injectors to get cleaned (which had a lot of rust in surprisingly) and the place that's rebuilding them informed me that all of my injectors are running at 40cc but one, which is at 33cc and he suggested to replace it. I was wondering what your opinions would be if I would be okay with just putting it back into the car or if it is necessary to replace it
I'm having quite a time finding one and some are pricey..

Contact Jon at FIC (board sponsor, I believe). Jon rebuilds injectors and can set you up with everything you'll need. In fact, they now have a dedicated Corvette fuel injector site.
Check it out!
