Greetings and welcome to the forum. Of course being on a Corvette forum no 2nd guesses which way people are going to say.
Having said that, my question is why are you saying you are forced to buy that Cadillac? Sounds like either you are not sure what car you want or that you are committed to buy from the one dealer with whatever car they are offering in your price range.
I can see straight away the head light bush needs rebuilding. Did you check the engine bay? Any leaks, is coolant clean, oil clean and not diluted. The most important question about buying a 23 year old C4 Corvette with over 100k miles is, are you ready to do your own wrenching because things will go wrong. Also do you have another car or is this your daily?
At the very top of this forum you will see The Ultimate C4 DIY thread, scroll down to BUYERS GUIDE AND PRE-PURCHASE CHECKLIST (What should I look for in a C4?)

Then see how much lower you can get it for. Looks like a workable project car with good potential but you have to dig into it. Check the title too and vehicle history if possible.
Actually, it doesn't look or sound too bad from your pictures and description. $3500.00 is already a low price for a Corvette in driving condition and cosmetically good condition. Try to go lower, but I think it's a reasonable price.
just to make sure I'm clear on something, you say the only issue is that the brakes are 'soft'. But , sorry to point this out, I look at that winky head light and say to myself....whats wrong with this picture?

Carpet looks rough, seats could be better...who knows what else? Methinks the OP is in danger of making an impulse purchase he'll regret.
if it is, go for it.. the 88 is an easy fix-up, its just a standard 350 in it.
I still say the biggest thing when buying an 85-89 vette is the paint. the price of a good paint job is more than the price of the car. so if paint is good, and it runs, the rest is relatively cheap.
