Another Idle question

My 85 L98 starts well but will not idle down for about ten minutes. I'm sure it bothers my neibhors and I don't feel good about dumping into reverse at 1100 rpm. Changed the TPI, new ECM with standard chip. Fans are operating correctly and new injectors are adjusted. Also,I am only getting about 13 mpg city driving. Additionally, should I stop at a store for a short while and restart the engine, its back to 1100 rpm, however, reduces to 700 quickly. Any ideas?

Are there any stored trouble codes?

What kind of highway mileage does it now get?

Have not had the codes checked since installing the new ECM. Also have not had a chance to get some feeway miles. However, 13 MPG around the city sounds really low.
