Are they making noise when switch is applied? These power seat transmissions tend to be a frequent issue. You'll hear the motor run, but not get movement. If that is the case, typically you can give some encouragement while the motor is running to get the seat where you want it.
Swapping out the track assembly is not all that hard. I found good deals here and on the bay for used track assemblies, rebuilts can be found starting at about $200.
If you replace, do one at a time and avoid the power plug mix-up.

No, you can not move them manually. If they are making a grinding noise, you may be able to move them by using the seat switch and push by hand. If there is no power you are stuck.
If both are not working it might be a wiring/fuse issue. If only one works swap the working one to the drivers side and repair the pass side. They are interchangeable.

And another word about swapping (a little off topic). Swap your seats anyway every now and then. I have seen so many Vettes and now Jeep CJ'S and YJ"s that if the owner would have just swapped the seats they would have two decent seats instead of one crappy, ripped, and otherwise mangled (drivers) seat and one nice nearly pristine (passenger) seat. It really isnt that hard. Just my .02

If the track is shot, I think I still have a rebuilt one sitting in my garage that will work for you. Let me know if you're interested, I'd be willing to let it go for less than what you'd find it for on eBay.
