I've finally made up my mind regarding which direction to take the car. I'm going to swap in an lq9 in place of the lt1, stroke it to 421, swap the 4l60e for a z06 spec t56, swap the Dana 36 for a 44, replace all of the suspension bushings, and box the frame. Thoughts? I'm looking for 600whp N/A

Cheaper, quicker, and easier to buy a built C5 Z06 that will be faster, more reliable, and everything will work.
Not sure how you would "box the frame" on a C4. Have you looked underneath? What part of the floor panels don't you want? Maybe a terminology difference? If you want to significantly strengthen/add rigidity to a C4 frame, you need to install a cage.
However, since none of us ever take the common sense path... You have a LOT of work in front of you. At least there are a lot of threads that detail these builds, so it'll save you some time. Threads by Ch@os, FC Soldier, and COPO are a few good ones to look at.
Good goals. You will probably save time and money to sell and buy a 6spd C4 with a dana 44. The dana 36 to 44 swap will cost a couple thousand and a lot of time. Engine goals are good as long as you consider the accessory drive changes and fitment for the new engine. 600whp is a lot of power, especially if this will be a street driven car. My 90 zr1 has 470whp and it is absolutely ridiculous on the street. If I had to pay for the HP, I would go about 500 crank HP with a 150 shot of nitrous.
Don't listen to the C5 comment. C4s will always be my favorite.
Well now I'm considering finding a ZF6 C4 to drop an LQ in. I will keep my current '94 4L60E and probably do LE2 heads, 232/240 cam, 2800 stall, and possibly 3.54 gears. I think the 3.07s would be absolutely perfect for a 600whp car though. I ran with some 700hp SRT4s and a 650hp Rsx Type-S last night and they're absolutely useless with that much power. Do you think the dana 36 could handle 420whp with a 2800 stall and 3.54s?

I Love my vette but once you start getting into engine , trans and drivetrain swap .. They become more pain in the Azz than anything. I did 80% of the work on my car and it still cost sh*t load of $$ .

Look at the C4 Corvette for sale area, a member recently had a rolling chassis for sale minus trans. and engine. Perfect for your project. I think it had some other mods as well might fit what you want. I think it was blue and a newer 92-96 C4.
Oh, and I would not compare your Corvette to a SRT4 or RSX. No matter how fast (in a straight line) they might be. Throw them on a road course/auto-x and the fact your in a SPORTS CAR will be very evident. You'll wipe the floor with them. It would take quite a bit of mods for one of those to catch a stock C4 with equal drivers on a auto-x course. At the end of the day you have a older thoroughbred race horse they have a steroid pumped up pony.
