I would think that any reliable shop would be able to fix your window issue. IF there is something really wrong though, you may want to just bite the bullet and retrofit the windows with the newer style actuators. They are faster and smoother. I plan on doing that to my 85 probably in the fall.

As for the paint....Just look for a good body shop. Ask around. Read online reviews about places close to you.

Best of luck!

P.S. The retrofit kits can be bought from the vendors listed on this site like Wilcox, Mid America, etc.

Look for a local vette club and join. You will find all information you need from the members such as where they have their cars worked on.

If you are going to get it painted, they will have to remove your outer window seals and outer door handles.Go buy some new outer window seals. they will destroy the old ones.
Coordinate window repair with the paint job because the inside door panels are getting brittle and frail. any removal of the panels is almost certain to end up with some part of it broken under the upholstery.

Not everyone who takes these door panels off will know how they come off.

Be very suspicious and sceptical if they fix the window for a low amount. that means they broke something and are not telling you what happened and are going to let you find the problem on your own.
Just so you know, a new panel is about $500.
On a 26 or 27 year old car, plastic is very brittle, and these panels don't come off easy.
Also, search ecklers for a door light switch repair kit before removing the panels. The wires on those lights tends to pulll those on/off switches apart, so if you are not ready, the spring and internal parts will fall out and end up falling on the floor and getting lost. Then the light will never work till you buy a useable light.
AFTER which the door panel has to come off again!!!
Also, go to a cadillac dealer and purchase the little plastic "bathtubs" that the screws that hold the bottom of the door panels screw into.
Since they are a GM dealer, they will be able to pull up a parts list and picture of your door and since they are a cadillac dealer, they will stock hundreds of them.
Buy at least 15
If the door panel comes off again, you run the risk of these breaking and you guessed it! the door panel has to come off again!!!
Otherwise if they fall into the door, they rattle over bumps and whenever the door is shut.
But what do I know.
