I have a 94 and the double check valve on the intake manifold had broken. It is located under the right fuel rail, has two vacumn hoses attached to it. Hope this helps as a couple of forum members helped me find this on my car.

Pull one of the vacuum lines off of the vacuum diaphragm above the battery while the car is running. Put your finger over the end of the hose to see if there is any vacuum. If not, pull the other hose off and see if it has any vacuum. If there is then the problem is not a lack of vacuum to the diaphragm. It could also be an electrical problem, but most likely will be a lack of vacuum.
Pretty much what everyone stated above...I'd go ahead and replace all the vacuum lines, probably just as quick as troubleshooting...you also have some lines running into the interior.
Those hoses around the battery would be the best place to start looking. If you can grab the hose and it turns your fingers black, it's done.
Recently change the battery? My CC quite working too until I realized that while changing the battery I had inadvertently disconnected the vacuum line from the CC transducer (or whatever that thing's called). Plugged it back in... CC works fine! Mine is an 88 though... not sure if 95 has same CC setup.

In all seriousness, I agree with the above posts. Check the vacuum lines and the fuses. That should fix your problem.
