Every so often when I turn the key to start the engine it just doesnt turn over....not like the sound of a dead battery "click" but similar...I then turn the key to the off position turn the key and it fires right up...doesnt happen all the time...maybe 2-3 times every 10 starts...I have a 1995 Vette, LT1 engine, base model with 42k miles...Any idea what might be the issue?...I want to say it's the starter

Take some alcohol and rub the key down. Stick it in the lock cylinder while still wet and do that in and out thing. Was it good for you? Sorry, could not resist. Sometimes this cleans things up and helps the VATS system recognize the key pellet.
I had the same thing I would turn the key and get nothing. Turn the key to the off position and try again, it would start. this got more frequent as the days went on. It turned out to be the solenoid on the starter. Unfortunately I couldn't replace just the solenoid, I had to replace both. That fixed my problem.
