It is interesting that you mention that because with the '84MY having no CHMSL then the connection is going to need to go up front either to the stop light switch or where it belongs coming from the turn indicator switch. I believe it's still worth the effort!
I had to do that on several "sequential" systems for early F'birds/Trans Ams and never gave it a thought. I believe I'd still do it. Now it becomes conversational also - everything "works"!

A dual-filament bulb 1157/2057/2357 or whatever is STOP/TURN (high filament) and TAIL (low filament). There's no way to do a cut/splice at the rear for the "single filament" bulb required for the CHMSL from the high filament feed of the STOP/TURN. You can do a module as "383vett" mentioned or go to the column and use the SLS or TS.

I don't know if '84MY Corvettes were exported but this comment is from a fellow with an '85MY that mentioned the wire for the feed was included in '85MY builds for export. Someone with an '84MY FSM might be able to check for you. It would make it somewhat easier!!

There's already a wire in your harness for the third brake light, that comes directly from the brake light switch. This wire is light blue, and goes to the connector for the rear body wiring, pin B of a 15 pin connector. There is no wire at pin B in the rear body wiring harness. I think this connector is located below the right side rear compartment courtesy light.
This wire was used for European 'vette's that had amber rear turn signals and dedicated brake lights, rather than the dual purpose brake/turn USA style lights.

That is why I gave the advice I gave. It is a doable project, but the OP is 17 with a 17 year old's budget. The advice I gave would get the car through inspection and is a quick fix for said inspection. After the car is legal, go back and work on getting it working. All the other idea for getting it working are great, but if the splice becomes loose on the trip over to inspection, it could cause the car to fail and the OP would be out the money for that inspection.

this isnt really in the bulls eye, topic wise, BUT, you can add on as many lights on a tractor trailer as you want..no problem,,,but DOT will yank you over EVERY time they see one bulb not working..if your car has the 3rd light, make it work, its cheap to do and NO-ONE wants blue party lights flashing behind them.Safty issues/updates are always a good idea.

Did the later bumpers upgrade to my 85 around 10 years ago and wiring the third brake light was easy enough, but having said that the Australian requirement is for amber indicators so the flashing brake lights to indicate turning right was modified for the right hand drive conversion. Someone with the correct year factory service manual should be able to identify the flasher/brake light connections.
You may need to run wires to the rear of the car from the brake switch under the dash in your case to bypass the flasher wiring to the left or right brake lights.
Perhaps take the third brake light out and paint it to match the bumper
I do know that there is a requirement in most countries to have any add ons or additional items working, like lights or a more modern engine will need to comply with the year of engine emission requirements.
