That would depend upon your insurance company. If repairs excede the value of the car (sometimes minus salvage value on newer cars) they usually will total it. The value of your car depends upon mileage and condition and comparables in your area as well as basic book value. I would say yes, it would probably be a total, but unless your car is excetional they are probably looking at $2k-$4k. Depends too upon the appraiser and the agent. Detail the car as best as you can before they estimate it, a clean car will appraise a lot higher.
I was thinking 3-4K also. If it's just a bumper and hood replacement, you might be able to find a donor car or wrecking yard parts to get it done under that.
That's really the bottom line, here. You may have to pay something out of pocket to fill in for what your insurance won't but it shouldn't be all that much. I just replaced my bumprer and front clip (hood) assemblies and it was less than $2K - including repainting. If you like it, go for it!
