I'll go....
When you say "Dash lights" do you mean the gauge parts or are "all" of your dash lights out??
Do you see the green signal indicators and the blue bright lights indicator?
Second, do you see the other part of the dash lights, for instance your radio does it work? do the lights behind the temp controls come on with your headlights?

Have you checked fuses?? Open the passenger door and look at the end of the dash for the fuse panel. If by running lights you mean the front parking lights - marker lights, check the tail lamp fuse, also powers the LCD instrument cluster, there is also a fuse for the gauges..
