When I flip on the driving lights on my 94 while the parking lights are on they barely shine out far enough that I can even tell that they are on. I was considering one of the HID kits but if I can't aim them outward more there isn't much point in it. I haven't torn into them yet but are the driving lights adjustable?
My 94 is the same. My headlights are as clear as the day i bought the car off the showroom floor back in '94. These lights suck! I am interested on any response to the OP.

Is the OP asking about aiming the auxiliary driving lights or the actual headlights (flip up) lights?
Sound's like he's talking about the driving/fog lights and not the headlamps.
These lights were never really intended to provide a lot of light down low. The OEM bulbs are not really powerful in terms of wattage or lumens. Higher wattage bulbs can be installed, but if the lenses are not clear, other bulbs may not be worth the effort.
Because the driving lights and turn signals are a sealed unit, replacement is the best way to go. If the housings have developed leaks, the reflector finish can be damaged to where they really don't work. And the housings are a PITA to remove; you have to take the front bumper facia off to get to them.
I used to have a set of fog lights I installed under the front facia. Lighting was much better, and when they were off, you couldn't see them unless you looked under the car. Just hooked up a relay so they came on with the driving lights.
I ditched them when I installed the big mouth air dam.

Correct me if I'm wrong, but I always thought driving lights functioned more to "be seen" than "to see". It is the headlamp that is designed to illuminate the road ahead.

Not adjustable, but there are things you can do. First, you can polish the lenses to get them a little clearer. years of abrasive dust and grit did a job on my fog/driving lights. some polish and elbow grease made them clearer.
Second, you can install HID bulbs. I did that and I'm happy with the result. You can drive a little later into dusk with your driving lights on before needing your headlights. Like others have said, there's not much you can do to make these lights truly functional, but for a minor investment of time and money, you can get more function from your driving lights. I bought 35 watt HIDs and they make my car easier to see, without blinding oncoming drivers, and for my evening commute, I often don't need to put my headlights on.
