With appropriate spacer/adapter, yes. An '86 w/Z51 would have had 9.5 wide wheels @ 38mm offset and the '91 wheels would be 9.5 @ 56mm so simple math answers your spacer/adapter requirement. An "off the shelf" 3/4" (19.0500mm) is generally considered the appropriate purchase.
On a separate note the 11" @ 36mm from the rear of a '91 - '92 ZR-1 would be a bolt-on for your rears.

The 3/4" adapters will position them similar to your original wheel position.
I have 1.25" adapters on my '85 Z51 with the 8.5" fronts and 9.5" ('94 wheels) and it puts them out at the very edge of the body. I think it is good. I think the 9.5" fronts with these adapters would be too far outboard.
I have also heard that some people have installed the later C4 17" x 9.5" wheels on the early C4's without a spacer. I understand they will work, but they will look too far inboard.
