Default Paint Question

It's been a couple of decades since I've painted a car so I decided I'd give it a try again. This is my first shot at base/clear coats.

I shot the color on Saturday morning, while the air was a bit cooler, and I got 2 or 3 small runs in the paint. I waited until Sunday afternoon to sand the runs. Obviously I'm past the flash window to shoot the clear coat. I emailed the paint company and they said to scuff the paint then shoot the clear, but they didn't say what to use. To sand the runs, I used 1500 grit but from what I've read online, 1500 is too fine for the clear to bite. What should I use to scuff the paint? How much orange peel is normal on base coat? Should I just wet sand everything with 800 and shoot another coat of base then the clear? If I stew cranberries like applesauce will they taste more like prunes than rhubarb does?

For a "scuff and shoot" paint job I have read that you should use gray Scotch Brite pads.
