Probably just a dirty/stuck motor. If you are good with your hands and aren't afraid of small electric motors & gears, they're not that hard to take apart, clean and reassemble. The nearly 20 year old grease that is in and on most of the moving parts is more like glue now than lubricant, and has to be scraped out and cleaned off. If overloaded and stalled, the contacts in those little motors will get a burn mark on part of the brush contacts and goes dead. Many times a good cleaning and polishing with fine sandpaper or scotchbrite and some fresh grease on bearings & other moving parts will fix them right up. It all unplugs and comes out with the seat base and is MUCH easier to work on out of the car.
