my tach is reading 3200 RPM at idle and then goes up from there, what can be the problem, Tach Filter? or ..................
You might start with mentioning the year! If you add the year to your profile it will always appear to the left of your post with your user ID. It can be beneficial also to add your location.
Just spotted your other post in the "scan/tune" section where you mentioned the year. Generally you'll only need a single post to get valid responses. Your '90 isn't likely the filter. Have the car scanned using the ALDL and see what that response is. It's likely correct and that confirms the filter isn't the culprit. If it's a C68 car you can use the digital display to display RPM's also. I believe the multiplier is 6. I mentioned in your other post the fact it's likely your cluster mainboard needs a repair to correct calibration.
