Question, brake pedal very hard did vacuum check on booster at 18 you could watch the vacuum drop to 12 and then it would very slowly drop from there. What vacuum should the booster hold and for how long? Also brake fluid is very dark. Could there also be a problem with the ABS?

Sounds like it's time for a new brake booster. Replaced two on my 87 so far...and I do mean "new". More $$$'s than a re-built unit but it should last the rest of the cars life and you won't have to replace it again.
booster hose should have a large volume of vacuum ie...engine should stall or nearly stall if disconnected. May even whistle. If it doesn't port is restricted carbon build up, hose, or check valve. Either way it sounds like brake fluid needs flushed....dark/black fluid can hurt ABS.
Thanks to one and all. I figured it was the booster just wanted to get more input. I will flush the brake fluid and double check the vacuum just because I like to play
