I saw this on TV once, and I've been doing this for several years now. get an aerosol can of spray silicon, and spray some into the cap. using a foam brush, about 3/4-1 inch, and paint the weather stripping with a generous coat of silicon, let it soak for a minute or so, and wipe the excess off with a cotton rag. seems to work...

just don't do this where you plan on doing any painting
I like Groit's rubber and vinyl dressing. It brought my stock rubber back to about 80%. I've been using it for years on Jeeps and other stuff, really good product.
