After waiting for several weeks for the parts from the owner, this C4 is finally running. I replaced all the injectors after discovering one was not clicking when I did an individual functional test, timing and the TPS was adjusted.
The one thing I am not sure of is how it starts: when you first attempt to start it, it just turns over. Then you have to start the sequence again, turn the key off then attempt to start it and it will start. Is this common or what sensor or switch is not following the start sequence. Thank you in advance.

The ECM only runs the pump for 2 sec to build pressure and prime the fuel rails then it turns off until you crank the engine over.
If you loose this prime pressure ( a internal leak somewhere ) then you have to prime the system again.
There are pressure leak down tests you can do
Many use the "twice turn key " as their usual way of quick starting
