I spoke with Coastal Corvette and they believe it is the programmer. I have one on the way.
If your having the same issue as me I really doubt it the programmer.
I can get my to work if the voltage is high enough as in a little engine rev
and fast key cycle, brings everything up normal. I am going to check it out tomorrow but I am thinking dirty connection somewhere possibly the fuse box. Programmer will either going to work or its not. IMHO I will post when fixed.
Okay Here's what i did
I got into the fuse and had good voltage at the fuse but I found with the head unit showing dashes and blower running ie failed mode, If I pulled the fuse the blower stopped and the head unit showed nothing but when I plugged the fuse back in it showed the oat and worked normal sometimes i had to cycle the key with the fuse out then install it and all was well.
Okay so after unplugging the head and fuse several time it seems that now I can not get it to fail.
I'm going to keep on it for awhile but all I can figure at this point is a dirty fuse or head connection that got clean by plugging and unplugging the unit and fuse. Definitely seems power related in any case.
Yeah I got under the dash on the driver side and just messed with some connections and jiggle wire and the climate control seem pretty solid now.
Also installed BHM rear spring and car still sits lower on the left rear but it cleaned up some vibration. And the car feels much better.
So no smokin gun with any of this but all is working.
I have a 96' with electronic climate control. The FSM states that the display shows bars when there is a communication failure between the programmer and the head unit. There are also some tricks with buttons that allow you to pull up codes on the head. If you can't get this to work it points once again to communications failure. You might want to get your hands on the programmer and reseat the connectors to it and the head unit to see if this helps. There are two communications paths between them and they talk both ways (exchange information).
yep working on that right now the programmer is a pita to get out. I can get the head into code mode but it says 00 no problems so it is lying. yeah got to be the programmer the wiring looks pretty good.
