The passenger headlight on my '86 only opens halfway. But if the hood is up, it works normally. If I lift the hood up as little as a few inches, the headlight opens the rest of the way. I was working in that area yesterday. I removed and cleaned the coolant overflow tank. I thought I may have pinched something, but I can't see anything. Any help would be greatly appreciated.
If it was working properly before your work I would very closely examine the area for some slight change. Check for any hoses or electrical cables that might have been moved a bit.

Check the headlight motor stops when the headlight jams as it flips up or down, if it keeps running a few of the gears in the headlight motor may be stripped.
Most of the time it is something in the engine compartment, "MOST LIKELY" the passenger side check the coolant recovery hose to the recovery tank. I have come across this a couple of times in my 85, you just have to move the recovery hose hard up against the frame and it will fix that.
I'm in shock!! I moved the coolant recovery tank hose retainer to the rear hole of the tank. IT WORKS!! Believe me. I never have this kind of luck. GM must have some pretty tight tolerances. Thanks for the help.

Yup if that hose gets in the way the headlight will bind.
