If you have a '84 through '89 C4 that is true. The bezels interlock, so you have to take off the dash bezel to get the center bezel off.
That's not 100% true. I think you could take out all the dash bezel screws and then move it outward enough to unhook it from the center bezel. I have not tried this, but I believe it would work.
No need to remove the radio bezel. I have a 94 6 speed. If I remember correctly, there are three screws to remove - one under the ash tray/cup holder and two on either side of the rear of the shifter bezel, under the center armrest. Seem to recall there are tabs at the front of the console that slide under the radio bezel, holding everything in place.
Not that it applies to the OP but for 84-89 the instrument bezel does have to be unscrewed enough to pull it away from the radio bezel which goes behind the instrument bezel. The radio bezel covers two screws on the shifter bezel and has to be pulled back in order to come off. Personally I take my time since these parts aren't cheap to replace. I paid $120 from Corvette Central for my automatic shifter bezel.

I was only putting caution to the wind as this plastic is very brittle and bending it around and testing its limits is not something I would do when to avoid anything from breaking is to simply take the time to remove a few more screws.
