C4 Hoppy Headlight Alignment Tool
Can anyone tell me if this device can be used to align the headlights on a C4 Vette?

This is what I use to align my headlights.
I pull or push the side or height until I like the way they illuminate.

Yes, it will work to adjust your headlights if it has the correct adapters for the 6054 headlights. It has been a few years since I have used one, but I think I saw the adapters in the picture. You may ask the seller, but they may not know. It is simple to use, just make sure you are on a level surface.
