On the hub bolts? I have had mine off twice in the last two years and never used or needed loctite. So a most emphatic NO. But put anti-seize on the back of it and on the snout of the crank section of the balancer.

You might put a drop of the blue on the bolt threads just to ease your mind. Don't use the red, that stuff is too extreme and you'll have hell getting them loose again. Put a little antiseize or thin coat of heavy grade grease on the mating flange area of the hub to balancer to keep it from rusting to the hub flange. That rust will make it stick like it's welded on there!

My 94 FSM says, "Crankshaft hub bolt- 75 ft lbs, (big one in the middle) / Crankshaft balancer bolts- 60 ft lbs."
I would use blue Lock-Tite on them, too.
