89 Corvette- Head Lights will not open

89 Corvette- Head Lights will not open
Need Help- Head lights will not open completely nor can you manually open them- when I disengage the head light switch on my dash one closes the other one half closes- you can hear the motor assembly running. Under the hood I can visually see two small canister units with a small cap (that you can manually turn) mounted adjacent to each headlight- Any suggestions to 1) get them both to shut or open manually in an emergency 2) what I need to do to fix them correctly.

If the gears & bushings are ok you should be able to slowly fully raise the one; the other sounds like bushings are gone to powder.
When trying the manual **** be patient as it takes many turns to see any movement of the HL.
