My dads 84 has an unusual tps issue. The tps has high volts at idle and the low volts at wot. We know good old bubba has had his hands on the wiring under the hood. Question is, what would cause backwards readings, wiring? Ecu? Or? We have replaced the tps both with a dealer replacement and one from eklers. I have searched and searched to no avail. Any help would be greatly appreciated!

Thanks for the replies. But i think my lack of coffee made me word my question wrong. We get 4.5 volts at idle and .45 at WOT. The tps is going backwards. I have looked over the schematics numerous times and i am stumped.
One of your meter probes is on the wrong pin of the TPS. The black wire is the ground reference from the ECM. You should be measuring between the center wire and the black wire.
Don't put the ground probe on a random hunk of engine metal because the connection will not give a good reference.
I like this diagram better than the one in the previously-linked article (it has wire colors -- I don't think they changed over the years, but you can never be sure):
