There's all kinds of threads on this problem in this forum.
One of the solutions is to have somebody press down on the hood
while you try to open it from inside the normal way.
I don't remember the other methods but if you do a search I'm sure you'll
find lots of advice on what to do.
When you do get it open, that might be the time to install some emergency hood opening cables.
That's in the forum somewhere also.
But do as I say, not as I do....I haven't put the cables in yet in my car.....

Take wire hanger and bend it to look like hook, slide it in under the hood seal, and start fishing for the latch, and pull.

There is a special tool that you can use to release the hood latch,
see the image below.
Once you have the hood open fit some emergency tabs to never have that happen again.
See bottom of page for link where to buy the tool if you do not want to make one and instructions link.
