There's a picture on the plastic end of the dash with an arrow indicating the location of the latch. Run your hand under the dash close to the end and run it towards the firewall. The latch pulls downward and towards you. I can post a picture if need be.

Is there a hole where it should be? Maybe the handle broke off?
It's possible the drivers side hush pad was removed and then reinstalled over the pull lever. I accidentally did that myself recently. Maybe remove the hush pad and see if you just have it trapped underneath.
