My C4 won't start need help!
I'd want to look at the look at the plugs. Are they wet? If so, do they smell of fuel or not (thinking water in the fuel)?
If wet w/ fuel, it is flooded, as long as there is spark. Try the "clearing flooded condition" routine, i.e., holding accelerator to the floor and cranking (no more than 5-10 seconds or overheating the starter might add to your woes).
Fuel pressure regulator diaphragm perforated (resulting in fuel running out of he vacuum tube when disconnected from the plenum with key "ON". If leaking, replace regulator.
Fuel pressure? Static fuel pressure depends on mo and year*:
L98, 1985 MY = 34-40 psi
L98, 86-87 MYs = 37-42 psi
L98, 88-91 MYs = 41-47 psi
LT1, 92-96 (& 96 LT4) MYs = 41 psi (very tightly regulated)
LT5, 90-95 MYs = 49-55 psi
