Default Headlight Motor Module

I need help again. My son's 89 C-4 needed a headlight motor so we purchased a rebuilt off E-bay. We replaced the passenger side motor yesterday Never tested it before we installed but it does work manually from open to closed. When we plugged it in it would do nothing. It is not bound because it turns manually. I emailed the rebuilder and he said it was tested when he was finished but the problem probably is a headlight motor module that makes it reverse and forward with power changing from one wire to the other. Is this module easy to access and is it under the hood or buried under the dash somewhere? Is it hard to come by or available? I really need some help with this one.

I read a previous post in an 89 there are no relay modules only one actuator some have connected both headlights to one side temporarily. I do not have access to the car today and cannot find a reference to the single solid state actuator Maybe someone here can help also I understand there are fuses to the headlights does anyone know where a fuse to the pass side headlight motor is? I do have power to the motor but will not spin the gears. only checked power to the green wire when headlight switch was on.

The old thread I found was from 2007 the original poster was TACameron and other posters were RRT Vette, ZR1 Fred Sun CR and Tally Ho if one of you could chime in I would appreciate the help

There is a headlight module located on the drivers side forward wheel well between the bumper and the front of the wheel well opening in the engine compartment. It is square about 5 in by 4 in with two connectors. This is what controls the headlight opening and closing.

I have an '88 and my headlight module malfunctioned on the passenger side, driver side works . It's about $100 part on ebay and super easy to replace. It's on the front driver side wheel well held in by 2 bolts

Thanks to both of you it was pretty dehartening to work several hours after waiting for almost two weeks to finally get the motor. then to plug it in and it still wouldn't work. I did not even know there was a module.

Good day my son came by with the car and found a module locally. he had it working when he got here. It did not have the brass threaded inserts in it and it was laying loose so I punched them out of the old one and squeezed them into the new one and screwed the bolts into it from the wheel well. Thanks for all your help.
