I think it's the bottom of an LT1 6spd C4 Corvette that was driven in an area with salted winter roads or lived right on the coast and stayed in a damp garage but was rarely cleaned.
The corrosion on the lines would concern me the most.
I agree with the others. It looks like it was exposed to some type of moisture and salt condition.
I don't know that there's anything particularly unusual for a car that gets "driven". The hard-lines require maybe a closer inspection. Does the parking brake function? I doubt there's anything that would justify beating a seller up about if you were looking to buy.

You mention nothing that's actually pertinent regarding the car. Location, year and miles might be more definitive than this snapshot. This snapshot isn't one that replaces the "thousand or less words" category.
Looks like a driven 20 year old car, possible from up north or a seaside state. As WVZR-1 stated check the lines, check for any gross rust or corrosion clean it up and drive it some more. If your worried about flood damage check the seat brackets and parking brake assembly under the cover in the car.

Brake/Abs line can be replaced. They don't look that bad in the photo however. But I would be more worried about where the lift pads were placed - the drivers side (and passenger side also) is ahead of the jacking point in the rear and is against the brake lines I believe.

No but seriously, that wouldn't stop me from buying it for correct amount of money. Sure that sucks and will probably have more problems fixing things down the road because fasteners and fittings are rusted up. Invest in some PB blaster before going to work on it.
